Ho Chi Minh City is about to have a world-leading technology center.
The Ho Chi Minh City People's Committee has issued a Decision approving the "Development Strategy of Ho Chi Minh City High-Tech Park to 2030, with a vision to 2045", effective from November 24, 2025.
The document establishes the long-term development orientation for the High-Tech Park in the context of strong changes in global science and technology and the investment shifting trend of large technology corporations.
According to the Strategy, the City aims to take advantage of opportunities from high-tech industries, adapt to the development of science and technology and concretize the Party and State's policy on high-tech industry development. The Strategy also aims to create a foundation for Ho Chi Minh City to participate deeply in the fourth industrial revolution, shifting the economic structure towards high-tech industry and services.
The general goal by 2030 is to build the High-Tech Park into a world-leading technology center, where research, development and application of advanced technologies such as artificial intelligence, quantum technology, green technology, new materials and renewable energy are concentrated. This area is considered the core of the knowledge economy, playing a leading role in sustainable growth and enhancing global competitiveness. At the same time, the High-Tech Park is oriented to become a hub for international cooperation, connecting corporations, research institutes and technology organizations around the world.
By 2030, the High-Tech Park strives to become an international center of science, technology and innovation, playing a core role in innovation clusters of Ho Chi Minh City, the Southeast region and the Southern Key Economic Zone.
The vision to 2045 identifies the High-Tech Park as a "smart innovation space" of global stature, with specialized infrastructure, a favorable environment for innovation and meeting international standards. This area will be the center of innovation clusters in the region, creating high-income jobs based on research and development (R&D) and technology commercialization.
The Management Board of the High-Tech Park is assigned to carry out key tasks including: applying new science and technology, developing innovation space, training high-quality human resources, expanding international cooperation and innovating the governance model to meet strategic requirements.
Over the past year, many legal developments and professional activities directly related to the Ho Chi Minh City High-Tech Park have been implemented, creating a foundation for realizing the Development Strategy to 2030, vision 2045.
In October 2025, at the 23rd anniversary of its establishment, the Ho Chi Minh City High-Tech Park announced its development orientation for the period 2025-2030, emphasizing the goal of becoming an international standard R&D center. This area continues to be identified as the core of the City's innovation and science-technology ecosystem.
According to the same period report, the High-Tech Park is operating about 112 high-tech projects with more than 52,000 employees, showing the ability to attract investment and create large-scale jobs. This is an important foundation for implementing research - application and development programs of new technologies.
In the new project group, the Data Center worth 250 million USD of CMC Corporation was licensed in July 2025, located in the High-Tech Park. The project provides digital infrastructure, AI, cloud computing and data analysis, serving the goal of developing digital and high-tech industries in Ho Chi Minh City.
In addition, the City continues to implement many policies to support innovation, digital transformation and attract high-tech enterprises to the Eastern region, creating synchronization between practical actions and the Strategy recently issued by the City People's Committee.
In general, legal and investment moves over the past year show Ho Chi Minh City's determination to build a solid foundation for the High-Tech Park to soon achieve its 2030 goals and 2045 vision.
