Ho Chi Minh City High-Tech Park: Towards a smart technology and innovation park
20/11/2023
Currently, the space of Ho Chi Minh City High-Tech Park (SHTP) is almost filled, businesses investing here are taking advantage of preferential policies and have contributed significantly to the city's export turnover. However, to accelerate growth and improve Vietnam's technological capacity is a problem for SHTP.

Strongly attract foreign investment
According to SHTP, by November 2023, there will be 160 valid projects, including 70 high-tech manufacturing projects, 18 high-tech service projects, and 21 research projects. implementation, 9 training and incubation projects, 23 high-tech supporting industry projects.
Typical among them are many foreign direct investment (FDI) projects of large corporations such as Intel, Jabil (USA), Nidec, Nipro, NTT (Japan), Samsung (Korea), Datalogic ( Italy)... with total investment capital of up to many billions of USD. Specifically, up to now, Intel Corporation has announced that it has invested 1.5 billion USD in the Intel Products Vietnam (IPV) chip assembly and testing factory, creating about 6,500 jobs in the high-tech field; contributing 76.3 billion USD in export value from 2010 to present.

In the first quarter of 2023, Intel accounted for 50% of SHTP's total export turnover, 15% of the country's electronic components export turnover and about 18% of Ho Chi Minh City's total export turnover. IPV representative said that it will continue to increase production and factory operations at SHTP and this is one of the important factories of this group.
Up to now, with the land re-allocation and land lease for 132 projects with a total area of 522.01 hectares out of a total of 598.28 hectares (accounting for 87.25%), SHTP's premises have almost been filled. Therefore, exploiting the endogenous power of SHTP in the coming period is a question that needs to be raised.
Many experts believe that SHTP has reached its "exploitation limit" when export turnover in 2022 reaches 23 billion USD and in the first 9 months of 2023 reaches 12.096 billion USD, increasing many times compared to 2010. Upgrade

Upgrade human resources

The number of workers participating in enterprises in SHTP by 2022 will be 51,910 workers, of which 51,340 are domestic workers and 570 are foreign workers. By June 2023, the labor situation at SHTP decreased to 48,266 people due to the impact of cutting orders from export markets. The problem of labor intensiveness is raised, because high technology development but using too much simple labor!
According to Mr. Nguyen Anh Thi, Head of SHTP Management Board, SHTP is entering a new stage of development, in which the focus is on developing endogenous capacity on the basis of exploiting ecosystems and making full use of resources. opportunities of the 4th industrial revolution. The endogenous nature of SHTP is determined through the strategic breakthrough program for the period 2020-2025 to upgrade human resources and scientific and technological potential (S&T). ; developing supporting industries around strategic foreign investment (FDI) projects; Attracting investment in the direction of focusing on national priority industries and fields, projects with high added value...
At many conferences on science and technology development, experts have affirmed that the industrial development strategy The best high technology comes from high-tech production, gradually increasing the investment rate for research and development activities, combining innovation, incubating and promoting startups on a new science and technology foundation. Therefore, SHTP expanding the Science and Technology Park is an inevitable development.
This was also clearly stated in Decision No. 430/QD-TTg dated March 27, 2020 of the Prime Minister, approving local adjustments to the general construction planning of Ho Chi Minh City until 2025, including: Adding the function of High-Tech Park (Science-Technology Park), with a scale of 166.2 hectares as an area for research, experimentation, transfer and application of science and technology; linking and adding functions to the existing SHTP, serving as a basis for research into the highly interactive creative urban area in the East of the city.
According to Mr. Nguyen Anh Thi, the SHTP Management Board has determined the goal of constantly innovating and creating in the coming period, building SHTP into a smart and innovative technology park, the nucleus of a Creative Urban Area. High interaction in the East of the city, where innovative businesses are concentrated... making an important contribution to the socio-economic development of Ho Chi Minh City.
“SHTP will promote the implementation and effective operation of investment projects in the Science Space Zone (93ha scale); Strengthen links between businesses and units in SHTP with universities and research institutes in the region, especially with Ho Chi Minh City National University to increase innovation potential and the proportion of production of high-tech products of domestic enterprises", Mr. Nguyen Anh Thi emphasized.
