'Focus on R&D to make the science park work efficiently'

Experts suggested that when adding the function of a science park in the High-Tech Park of Ho Chi Minh City, it should focus strongly on research and development (R&D) activities with preferential policies.

The opinion was expressed by Mr. Pham Chanh Truc, former Deputy Secretary of the Ho Chi Minh City Party Committee at the conference to comment on the project to expand the high-tech park and supplement the function of the science park by the Management Board of the Ho Chi Minh City Hi-Tech Park. (SHTP) held on the morning of 5/5. According to the project, with a planned area of ​​the science park of 194 hectares, he thinks that all R&D activities should be focused. When the R&D process is completed, technology will be created and incubated for development.
Considering that R&D is a difficult and time-consuming process, Mr. Truc suggested that incubating activities should be done in parallel with finding technologies from universities and research institutes to support commercialization. In order to attract R&D activities, it is necessary to have stronger preferential policies than manufacturing enterprises in SHTP.

According to Mr. Truc, in the science park, basic training should not be provided, but intensive training should be focused on the line that the R&D process has studied before to develop human resources. In order to do this, it is necessary to attract human resources from universities and research institutes, select and train intensively, and coordinate domestic and foreign cooperation.
Mr. Nguyen Viet An, representative of Hoa Lac Hi-Tech Park, said that in the design of hi-tech parks, the main purpose is still to attract businesses to invest. As for attracting talents to work and organize R&D activities, it is difficult due to limitations on mechanisms, policies, remuneration... However, talent attraction activities are the basis for creating many technology enterprises. from research activities.

Representative of Hoa Lac Hi-Tech Park suggested that SHTP needs to improve the capacity of its personnel of intermediary organizations with functions of R&D, training, incubation.... These organizations have the task of linking institutes and enterprises to promote research and technology commercialization in the science park.
From a business perspective, a representative of FPT Software said that in order to attract talents to the science park, it is necessary to have a living and working space planning to create excitement for them. He suggested that the science park should have a road system parallel to the main roads to facilitate travel for experts. There should also be no operating factories that emit CO2 that affect the living environment. "The science park needs to be a place where all the living and working environment factors converge enough to retain talented people," said a representative of FPT Software.

Mr. Nguyen Anh Thi, Head of SHTP Management Board received the comments and said that he would continue to edit the project to take the next steps.
He said that human resources are the core important factor in the project to expand the Hi-Tech Park with a science park. This is a place to attract talented people who have the ability to absorb, apply and create technology. In different fields and stages, SHTP will have specific targets in human resource development, associated with three-house linkages to promote R&D, training and incubation activities.
According to the project, the Science Park area of ​​about 194 hectares is located next to the Hi-Tech Park of Ho Chi Minh City, in Long Phuoc Ward, Thu Duc City. The science park is expected to have functional areas including R&D and incubation and production zones (82.5 ha); exhibition area (9 ha); parks and trees (39.5 ha); roads (26.6 ha) and other areas. The total project investment capital is about 14,700 billion VND, of which the state budget is about 13,700 billion VND and more than 1,000 billion VND mobilized from enterprises. It is expected that in the period of 2023 - 2024, the project will be submitted to the Prime Minister and the National Assembly for approval and implementation of investment steps.
The science park is built with green and smart infrastructure with the goal of forming advanced technology R&D centers with the task of solving research and development of new technologies to serve the high-tech industry with four fields: Key areas include: microchips, information technology, renewable energy, biomedical technology and automation. This is also considered a place to connect managers, scientists and businesses through university-business cooperation programs.
