The Ho Chi Minh City People's Committee has just issued a plan to implement the "Program for science and technology development at the High-Tech Park in the period of 2025 - 2030" in 2025 (referred to as the Program). Accordingly, Ho Chi Minh City enhances the potential of science and technology and innovation at the High-Tech Park. Establishes key platforms and solutions to promote the sustainable development of the High-Tech Park, becoming a center of science and technology and innovation, a creative and highly interactive urban area in the East of the City.
In addition, the Program effectively implements and builds and perfects important mechanisms and policies to promote research and development activities, science and technology and innovation in key areas: Semiconductor microchips, biotechnology, promoting dual transformation towards the Net Zero goal;
Complete the objectives of the Implementation Plan of the Ho Chi Minh City Microchip Industry Development Program at the High-Tech Park for the period 2025-2030 in 2025; Develop a Program for the development and application of biotechnology at the High-Tech Park until 2030 and vision to 2045; Complete the Dual Transformation Project: Digital transformation, green transformation of the High-Tech Park towards the first net-zero model in the country. In addition, the Program implements the progress of the High-Tech Park Expansion Project (Adding the function of the Science and Technology Park); Develop and complete projects and programs to develop science and technology infrastructure, including: Program to upgrade the High-Tech Park Research and Development Center into an International Standard Research Center (CoE), Project to upgrade the High-Tech Business Incubator into an Innovation Center for the High-Tech Park, Project to upgrade the High-Tech Park Training Center into an International Standard Training Center, Project to create a Zero-Emission High-Tech Park.
At the same time, the Program creates a breakthrough in training, attracting, and promoting talents, connecting domestic and international talent networks; attracting at least 1 expert and scientist to work at research, training, and incubation units under the High-Tech Park Management Board. Assess the current status of research and development activities of high-tech projects that have come into operation in the High-Tech Park. Attract/reinvest in at least 1 project that has established research and development centers.
At the same time, complete a number of research and development, science and technology activity targets at enterprises, international standard Research Center (CoE) models, Innovation Centers, and international standard Training Centers to enhance endogenous technological capacity at the High-Tech Park.
For example, the application rate of results after acceptance of science and technology tasks reaches over 70%, direct application to enterprises reaches 60%; Attract at least 20 new start-up projects, start-up groups and at least 1 research group in enterprises to develop solutions in the high-tech field; Build at least 1 training program in the field of semiconductor microchips, artificial intelligence, biotechnology, green technology; Digitize data on science and technology activities, innovation at the High-Tech Park to move towards managing science and technology activities, innovation in the digital environment with a synchronous and complete database.
In the period of 2025-2030, SHTP also prioritizes the development of key technology fields: Microelectronics, semiconductors, data centers and artificial intelligence (Data Center & AI Factory), robots and autonomous devices (Autonomous), biotechnology serving human health care.
