This content is part of the plan to implement cooperation programs under the Memorandum of Understanding (MoU) signed between the Ho Chi Minh City People's Committee and Advanced Micro Devices (AMD), focusing on developing high-tech human resources, promoting R&D activities, and forming an innovation ecosystem in the semiconductor and artificial intelligence (AI) fields.
AMD is known as a multinational American technology company that designs, develops, and supplies central processing units (CPUs), graphics processors, data center chips, systems-on-chip, and other semiconductor solutions.

Accordingly, the city aims to create a favorable environment and promote cooperation opportunities for AMD Corporation to invest in a Research and Development (R&D) center in the High-Tech Park, starting from a pilot phase at the partner's Semiconductor Electronics and Integrated Circuits Center (ESC) to the phase of expanding investment in accordance with the law and prioritizing the use of Vietnamese human resources for AMD Corporation's projects.
The city will provide maximum support in terms of preferential policies and legal procedures, sharing resources, equipment, laboratories, and software to serve the research, training, and development of technology products by AMD Corporation and its partners.
AMD Group's investment project prioritizes the employment of Vietnamese human resources and the development of innovation capabilities and ecosystems within Ho Chi Minh City.
The pilot phase at the ESC Center prioritizes the implementation of several key R&D directions, including research, development, and testing of AI solutions and digital assistants to support the operation of the city's new government model.
The High-Tech Park Management Board is tasked with leading and coordinating with AMD Corporation and its partners to introduce the investment environment and legally mandated investment incentives. It will support AMD Corporation and its partners in establishing a pilot R&D center at the ESC Center in the High-Tech Park; guide investment procedures; and prepare for future expansion.
Simultaneously, connect and share the business ecosystem - startups - labs in the High-Tech Park with AMD Group and its partners. Monitor the situation, review and introduce potential individuals, groups, and startups in the High-Tech Park with ideas and projects related to high technology to connect them with the city's incubation programs.
Train at least 9,000 high-quality personnel for the semiconductor industry.
Besides attracting investment, Ho Chi Minh City also aims to cooperate with AMD to effectively organize and implement training programs for high-quality human resources in the fields of electronics, semiconductors, and artificial intelligence (AI). This will contribute to achieving Ho Chi Minh City's goal of training at least 9,000 university-level or higher professionals to serve the semiconductor industry by 2030.
Accordingly, the People's Committee of Ho Chi Minh City plays a guiding role, creating favorable conditions for AMD Group to connect with departments, agencies, People's Committees of wards and communes, special zones, training institutions, universities, and colleges in the city.
Based on past collaborative activities, including Sun Edu's ongoing cooperation with the Department of Science and Technology in implementing several training programs on artificial intelligence (AI) for officials and civil servants, the city continues to aim for expanding and standardizing training content linked to AI applications in state management and digital transformation.
Simultaneously, funding will be provided for the implementation of training programs in AI, electronics, and semiconductor microchips, organized according to a continuous learning path from high school to university, from basic to advanced levels as prescribed.
Simultaneously, Ho Chi Minh City will cooperate in supporting the enhancement of AMD's brand recognition. The city will publicly disclose information about projects from various agencies and departments to enable AMD to participate in public bidding for smart urban management projects in fields such as education and training, healthcare, big data center development, and digital infrastructure development, in accordance with relevant Vietnamese laws and regulations.
In coordination with departments and agencies, provide input on the development of regulations on controlled testing mechanisms in the areas of large data center development and digital infrastructure development to support digital transformation in Ho Chi Minh City.
