The price of water drainage and wastewater treatment services that the People's Committee of Ho Chi Minh City has just issued is based on the proposal of the Department of Construction submitted to the City People's Committee before, after consulting the departments and branches.
Accordingly, the revenue is expected to increase by 5%/year, with the roadmap from 2022 to 2025. The current average domestic water price will remain the same until 2022 at 9,590 VND/m3; The average price of drainage service is 1,439 VND/m3. Thus, by 2025, the average price of domestic water will increase to 11,422 VND/m2; The average price of drainage service is 3,426 VND/m3 (excluding 10% value added tax).
Subjects of collection include organizations, agencies and households that discharge domestic wastewater into the drainage system. For drainage households that do not use clean water from the centralized water supply system, they continue to collect environmental protection fees as prescribed. The Department of Natural Resources and Environment shall coordinate with relevant units to develop a plan to collect service fees for these subjects.
Saigon Water Supply Corporation, Ltd. will be the unit implementing the collection of sewerage and wastewater treatment service charges instead of environmental protection fees for wastewater. The revenue from wastewater drainage services is left 1% of the total actual revenue to pay for collection service costs and fulfill other tax and financial obligations (if any). The rest shall be remitted into the state budget to be used for the purposes of investment, maintenance and development of the drainage system and other valid expenses according to current regulations.
Previously, the plan to collect drainage fees that the Department of Construction of Ho Chi Minh City submitted to the City People's Committee for application in the period from 2020 to 2024.
