Investor Consultation Conference on the Direction for Establishing the Ho Chi Minh City Strategic Technology Development Center

On the afternoon of August 26, 2026, at the headquarters of the Ho Chi Minh City People's Committee (86 Le Thanh Ton, Saigon Ward), an investor consultation conference regarding the development orientation of the Ho Chi Minh City Strategic Technology Development Center was held under the chairmanship of the City People's Committee Chairman; the event was jointly organized by the Investment and Trade Promotion Centre (ITPC) and the Management Board of the Ho Chi Minh City Hi-Tech Park (SHTP).
This consultation conference brought together leaders from city departments and agencies alongside representatives from technology corporations and domestic and foreign investors—including enterprises operating within the Ho Chi Minh City Hi-Tech Park in sectors such as artificial intelligence, data centers, semiconductor microchips, and digital technology. The forum aimed to showcase the development direction and potential of the Ho Chi Minh City Strategic Technology Development Center at the Hi-Tech Park, while gathering input from a diverse range of businesses and investors to help shape future incentive mechanisms, policies, and sustainable investment cooperation models.
Conference Program
The program began with the reception of delegates, a statement of purpose, and opening remarks by the Chairman of the City People's Committee. This was followed by a video presentation providing an overview of the Ho Chi Minh City Strategic Technology Development Center project, after which a representative from the Hi-Tech Park Management Board outlined the Center's development strategy.
The thematic session featured presentations from the City Department of Science and Technology on incentive mechanisms to boost high-tech investment; Vietnam National University, Ho Chi Minh City, sharing insights on building a high-quality human resource development network; and Mr. Don Lam, CEO and Founding Partner of VinaCapital, who discussed international experience, investment potential and opportunities, and offered recommendations for the Center's development.
The conference concluded with a discussion session between city officials and investor representatives—chaired by leadership from the City People's Committee—followed by closing remarks.
Development Strategy Based on Collaborative Contribution
Speaking at the conference, Mr. Nguyen Ky Phung, Head of the Management Board of the Ho Chi Minh City Hi-Tech Park, outlined the plans for the Ho Chi Minh City Strategic Technology Development Center. The Center is designated for a site of approximately 52.92 hectares within the Hi-Tech Park and is organized into three core functional zones.
The Services Zone (approx. 24.4 hectares) comprises a high-tech services component—featuring a hyperscale data center, cloud computing hub, AI research facilities, and semiconductor design—alongside a multi-purpose service component to support the ecosystem. The Manufacturing and Pilot Production Zone (approx. 16 hectares) supports production, pilot manufacturing, prototyping, packaging, and quality testing for semiconductor microchips, smart robotics, IoT, and advanced biomedical technologies. The Training, Research, and Incubation Zone (approx. 7.8 hectares) is dedicated to training, R&D, high-tech business incubation, innovation, and regulatory sandbox environments.
The Center is designed with comprehensive technical infrastructure, including an independent, stable power supply (dual 63MW capacity) and 15 international fiber-optic telecommunications connections. It features ready-to-use wastewater treatment and green energy infrastructure, while aiming for sustainability standards such as a PUE below 1.25, LEED, LOTUS, and EDGE certifications, as well as a Net Zero emissions goal. Investors participating in the project benefit from an institutional framework and investment incentive mechanisms established by breakthrough resolutions from the Party Central Committee and the Government—including Resolution No. 57-NQ/TW, Resolution No. 09-NQ/TW, Resolution No. 98/2023/QH15, and Resolution No. 260/2025/QH15, as well as the Law on Urban Development (unanimously passed by the National Assembly on August 24, 2026). Additionally, they benefit from a "one-stop-shop" investment procedure designed to expedite project implementation and a controlled testing mechanism (sandbox) for sectors such as artificial intelligence, big data, digital technology, semiconductor microchips, and unmanned aerial vehicle/system (UAV/UAS) technologies.

Position within the City's high-tech ecosystem
The Strategic Technology Development Center project is being built upon the existing high-tech ecosystem of the Ho Chi Minh City High-Tech Park. This park currently hosts 166 active investment projects with a total capital of approximately US$13.4 billion and an accumulated export value of around US$185 billion, employing over 53,000 workers and featuring the presence of world-leading technology corporations such as Intel, Samsung, Jabil, Nidec, and BESI.
At the conference, Ho Chi Minh City affirmed its receptive attitude and readiness to incorporate investor feedback. This aims to further refine institutional frameworks and policies, as well as to concretize investment cooperation opportunities for the Strategic Technology Development Center in the near future.
Commitment from City Leadership
The Chairman of the City People's Committee pledged to provide continuous support and to fully leverage the breakthrough mechanisms and policies enacted by the National Assembly and central authorities, alongside regulations derived from the Law on Urban Development (recently passed by the National Assembly on August 24, 2026). Consequently, the superior institutional framework established by the Law on Urban Development will facilitate strong decentralization and the application of controlled testing mechanisms (sandboxes) for core technologies, new products, and breakthrough business models within the technology sector.

Mr. Nguyen Van Duoc, Chairman of the City People's Committee, presided over an investor consultation conference regarding the development of the Ho Chi Minh City Strategic Technology Development Center.
Mr. Nguyen Van Duoc emphasized: "The City will implement special investment procedures, operate a 'single-window' system, ensure essential infrastructure readiness, and fully safeguard the legitimate rights of investors." The message conveyed to investors is consistent and open-minded: the City seeks not merely to attract investment but to partner, consult, and co-create a future project for mutual development and shared success.
Investment incentives are accompanied by preferential policies regarding land use fees and corporate taxes, as well as streamlined "interconnected single-window" administrative procedures designed to minimize the time required for appraisal, evaluation, and the issuance of licenses—covering investment, construction planning, environmental compliance, and work permits for international experts and global investors.
