By 2026, Ho Chi Minh City aims to attract at least one strategic investor in the semiconductor industry
Ho Chi Minh City is implementing a program to develop the microchip industry in 2026 at the High-Tech Park with the goal of attracting at least 4 projects, including striving to have 1 strategic investor in the semiconductor microchip industry, while also promoting research, human resource training, and the development of the microchip ecosystem.
The People's Committee of Ho Chi Minh City has just issued a plan to implement the "Ho Chi Minh City Microchip Industry Development Program at the High-Tech Park giai đoạn 2025 – 2030" in 2026, aiming to effectively implement the microchip industry development program and the semiconductor industry development plan, and the human resource development plan for the semiconductor industry until 2030, with a vision to 2050.
Accelerating the training of human resources in the semiconductor microchip industry
According to the plan, Ho Chi Minh City will continue to improve mechanisms and policies to promote the development of the semiconductor microchip industry in the High-Tech Park; To accelerate the progress of scientific and technological tasks, aiming to master the technology from design to manufacturing of environmental sensors using MEMS technology and to establish an internationally accredited Research Center (CoE).

Simultaneously, the city continues to strengthen cooperation with research institutes, universities, technology companies, experts, and scientists both domestically and internationally to implement training courses on semiconductors; organize a semiconductor design competition for smart cities; develop a startup and innovation ecosystem and science and technology experience programs for students.
The plan aims to complete three science and technology tasks on schedule: designing, manufacturing, and mastering the manufacturing process of semiconductor components in the form of MOSFET/power transistor components; designing and manufacturing Strain Gauge sensor components; and building a highly customizable and universal IoT hardware framework for monitoring, surveillance, and control.
Regarding human resources, Ho Chi Minh City will organize an intensive training course on semiconductor/MEMS component manufacturing for 15-20 lecturers and researchers; at least 3 short-term training courses, bridging courses, and advanced training courses on semiconductor integrated circuits for 75-90 trainees; and at least one intensive training course on design, manufacturing, and testing processes in the semiconductor integrated circuit industry for 25-30 lecturers.
The city also aims to attract 80 projects nationwide to participate in the 3rd annual Semiconductor Integrated Circuit Design Competition for Smart Cities; winning projects must have complete integrated circuit designs, ready to enter the testing and commercialization phase.
Expanding the space for innovation and attracting investment
Ho Chi Minh City will upgrade the Research and Development Center of the High-Tech Park into an internationally standardized Research Center for digital transformation – green transformation; Simultaneously, preparations are underway to invest in and upgrade the Training Center to meet international standards and to build the incubation support block of the High-Tech Business Incubator.
The plan also aims to complete the pre-feasibility study report for the expansion project of the High-Tech Park, adding the function of a Science and Technology Park; this will be divided into an infrastructure construction investment project and a compensation, land clearance, and resettlement support project for the construction of the Ho Chi Minh City Science and Technology Park.
In terms of investment attraction, the city aims to attract at least four projects, including at least one strategic investor in the semiconductor industry, focusing on high value-added processes and connections with the global semiconductor industry ecosystem.
In addition, Ho Chi Minh City will participate in international forums and conferences on semiconductors in advanced countries; and simultaneously organize international forums and workshops on the development of the semiconductor industry, MEMS sensors, and IoT systems combined with artificial intelligence to serve smart city development.
