Prime Minister: Digital transformation 'cannot be done, cannot be left out'

Digital transformation is an inevitable trend, so it is necessary to have a breakthrough thinking, a strategic vision, and an appropriate way to do it, especially to stick to reality and put the people at the center.

On November 30, Prime Minister Pham Minh Chinh chaired the online meeting of the National Committee on Digital Transformation - the first meeting since its consolidation.
 
Assessing the digital transformation "there are sides that can be done, sides that can't be done", the Prime Minister suggested that it is necessary to analyze the issues to have an orientation, "do what, stop doing it", first of all to serve the office fight against epidemics and restore and develop socio-economics.
 
Digital transformation is an institutional revolution
 
Given the view that digital transformation is more an institutional revolution than a technology one, Minister of Information and Communications Nguyen Manh Hung said that the Government needs to take the lead, lead digital transformation, and create digital institutions. 
 
Models that are not regulated are tested in a controlled manner, on the basis of an institutional framework for piloting. The government created a digital transformation market, spending research on some foundational technologies.
 
According to him, for digital transformation, each citizen has a smart phone, and each household has a fiber optic Internet line. Vietnam has favorable conditions to achieve this, and the ministry is working on a solution for Vietnam to enter the top 30 in terms of digital access.
 
With the completion of the national database system on population and production, issuance of citizen identification, Minister of Public Security, General To Lam said that this is an expensive national resource, the original data for the development of digital transformation, digital economy and digital society.

He suggested localities to coordinate with the Ministry of Public Security to "enrich" the national database on population, effectively serving the tasks of socio-economic development and epidemic prevention.
 
Regarding the agricultural sector, Minister of Agriculture and Rural Development Le Minh Hoan said that the agricultural industry needs to digitally transform to serve producers, traders, consumers of agricultural products and the management agencies specialized, opening up new ways of thinking and doing.
 
On the basis of the comments, Prime Minister Pham Minh Chinh requested to have an operation plan in a specific, effective, practical, close to reality, easy to understand, easy to do, easy to check and supervise.
 
Evaluation of achieved results, digital transformation with technology application to help prevent COVID-19 epidemic, socio-economic life activities, online public services. Cybersecurity and safety are focused, Vietnam's ranking is improved; e-Government ranking increased.

Towards the people, sharing data
 
The Head of Government also pointed out the limitations, such as the low ranking of e-Government (ranked 6th among ASEAN countries); connectivity between platforms is limited; did not do well in the general use of data, the implementation was still problematic.
 
There is a gap between awareness and action, which takes time to fill. Some ministries, branches and localities have not attached importance to digital transformation, especially the head, which is the main reason why the digital transformation program is still limited.
 
With the orientation of digital transformation being an inevitable trend, "it is impossible not to do, not to be left out", the Prime Minister asked all agencies, units and localities to step in and create connectivity.
 
In particular, it is necessary to pay attention to the people as the center, the subject, the goal and the driving force for digital transformation so that all policies are geared towards the people and businesses. In implementation, it is necessary to have a breakthrough thinking, a vision, a closeness to reality, a focus on limited resources.

The Prime Minister emphasized that appropriate investment should be made to perfect institutions, technology, human resource training, and management on a scientific, reasonable and effective basis. Accordingly, it is necessary to promote public-private cooperation in digital transformation, activate resources with 3 pillars: digital government, digital economy, and digital society.
 
Along with that, it is necessary to strengthen the supervision, inspection, measurement and evaluation of the effectiveness of digital transformation, and to promote information and communication. Well deal with the relationship between the State, the market and society, the connection between technology and administrative reform.
 
For effective implementation, the Prime Minister requested to raise awareness about the importance of digital transformation, improve the quality of human resources, perfect institutions, perfect databases, implement development programs, and improve the quality of human resources development of digital citizenship, "a digital government without a digital citizen, the government is useless".
 
Promoting cooperation between localities, international cooperation, sharing data, experience, cooperation to "avoid the local situation, keep what you have".
