Seeking feedback on the draft Circular guiding the implementation of the High-Tech Law.

The Ministry of Science and Technology is seeking feedback from ministries, agencies, localities, universities, businesses, and relevant organizations on the draft circular guiding the implementation of the High-Tech Law.
The draft focuses on forms, criteria, procedures, and processes related to the recognition and certification of research and development centers, businesses, high-tech products, and strategic technologies.
The draft circular is being developed in parallel with the process of finalizing the draft Decree detailing and implementing certain provisions of the High-Tech Law. According to the Ministry of Science and Technology, this approach aims to shorten the issuance time and ensure timely implementation after the Law officially comes into effect.
Comments can be sent to the Department of Science, Technology and Engineering - Ministry of Science and Technology, in both written and electronic formats, before June 24th. According to the drafting agency, if no response is received after this deadline, it will be understood that the agencies and units consulted agree with the draft document. Based on the feedback, the lead drafting agency will review, synthesize, incorporate, and revise the document.

The High-Tech Law was passed by the 15th National Assembly in December 2025 and came into effect on July 1st. The law consists of 6 chapters and 27 articles, with regulations on high-tech activities, incentive measures, and preferential policies to address many shortcomings, promote innovation, and digital transformation.
The law allows the application of the highest level of incentives as stipulated by law on investment, taxation, land, and related policies for high-tech and strategic technology activities.
A new feature of the law is that the State implements a policy to support strengthening linkages between research institutes, higher education institutions, and businesses to create a solid foundation for science, technology, and innovation; and applies specific mechanisms and policies to develop, localize, master, and apply technology. The law addresses the formation and development of high-tech enterprises, strategic technology enterprises, and high-tech and strategic technology startups.
The law also addresses preferential policies and specific mechanisms to attract and develop high-tech and strategic technology human resources; ensuring the most favorable living and working conditions for high-tech and strategic technology human resources working in Vietnam
