On the afternoon of June 12th, at the Ho Chi Minh City Innovation and Startup Center, the Ho Chi Minh City Department of Science and Technology organized a conference titled "Introducing the Conditions for Certification of Science and Technology Enterprises and High-Tech Enterprises," with the participation of nearly 200 delegates representing businesses, experts from business incubators, and units operating in the fields of science and technology and innovation.

Speaking at the conference, Deputy Director of the Ho Chi Minh City Department of Science and Technology, Nguyen Hoang Bao Tran, assessed that Ho Chi Minh City is currently the largest economic center in the country with hundreds of thousands of businesses operating, including a large number of businesses in the fields of technology, manufacturing, information technology, automation, and innovation. However, the number of businesses recognized as science and technology enterprises is only over 150 units. This is a noteworthy number, but still quite modest compared to the potential and scale of the city's business community. This shows that there is still a lot of room for development, and at the same time, it requires removing barriers to accessing support packages (credit, taxes), bottlenecks in administrative procedures, and eligibility conditions so that businesses can access the preferential policies of the state.

According to Ms. Nguyen Hoang Bao Tran, besides some obstacles, there is also the reality that in recent times, many businesses with good products, stable markets, and significant technological capabilities have not met the requirements to prove the technology development process. Many businesses have not built a systematic research and development documentation system, have not fully stored documents proving the research process, or have not paid sufficient attention to establishing intellectual property rights. Therefore, becoming a science and technology enterprise or a high-tech enterprise should not be considered an administrative procedure to be carried out at the end stage, but rather a long-term development strategy. Businesses need to build a research and development department, allocate resources for innovation activities, and establish a science and technology documentation management system from the early stages. In particular, intellectual property should be considered a strategic asset of the business.

Previously, Phan Quoc Tuan, Deputy Head of the Technology Management Department (Department of Science and Technology of Ho Chi Minh City), introduced the criteria, conditions, and procedures for certifying science and technology enterprises and high-tech enterprises according to the new regulations. Specifically, science and technology enterprises must be legally established and operating; have products formed from the results of scientific research, technological development, or innovation. The research and development (R&D) results used as a basis for certification may include inventions, utility models, industrial designs, copyrighted software, legally transferred technologies, or science and technology results that have been accepted according to regulations. For high-tech businesses, the criteria focus on the ability to legally own or use technology, technology research and development activities, the proportion of revenue from CNC products, the level of investment in R&D, and the proportion of direct labor involved in research and development activities…
