According to the plan, Ho Chi Minh City will synchronously implement tasks related to planning, land acquisition, infrastructure investment, investment attraction, development of high-tech activities, state management, and the innovation ecosystem in the expanded area of ​​the High-Tech Park.

The goal is to gradually form a high-tech and strategic technology research and development zone; support incubation, training, transfer, and commercialization of technology; and build the Ho Chi Minh City High-Tech Park into a leading innovation, research, and technology development center in the region.

The expanded area covers 194.84 hectares in Long Phuoc ward and has been supplemented with the function of a Science and Technology Park according to a decision of the Prime Minister.

The plan requires accelerating investment preparation, compensation, land clearance, land acquisition, and completion of legal procedures to implement the project on schedule. The implementation will ensure close coordination between the Ho Chi Minh City High-Tech Park Management Board and relevant departments, agencies, and localities.

The expanded area's infrastructure will be oriented towards synchronous, modern, smart, and environmentally friendly investment, aiming for carbon neutrality before 2050 and efficient use of investment resources.

Among the key tasks, the city will develop mechanisms and policies to attract investment in high-tech projects, strategic technologies, and high-quality human resources, and establish a zoning plan.

Simultaneously, a plan will be developed to attract research and development projects in high-tech and strategic technologies, and high-tech pilot production. An innovation center, a strategic technology research center, and facilities for incubating and training high-quality human resources will be established.

To implement the plan, Ho Chi Minh City will establish a Steering Committee for the expansion of the High-Tech Park, chaired by a leader of the Ho Chi Minh City People's Committee. The Ho Chi Minh City High-Tech Park Management Board is the permanent agency responsible for advising, organizing, implementing, monitoring, and supervising the project.

According to the assignment, the Department of Finance advises on balancing and allocating investment capital for the expansion and connecting infrastructure of the area; the Department of Agriculture and Environment handles land acquisition and resettlement procedures; and the Department of Planning and Architecture guides the preparation of the zoning plan.

The People's Committee of Long Phuoc Ward presides over compensation, land clearance, resettlement, and public awareness campaigns to encourage residents to hand over land for the project.
