Ho Chi Minh City plans to reduce 8 departments and 5 administrative agencies to streamline the apparatus based on the principle that for every central ministry, Ho Chi Minh City will have a corresponding department.
On the afternoon of December 4, the Ho Chi Minh City Party Committee held a conference to summarize Resolution 18 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
At the conference, Head of the Ho Chi Minh City Party Committee's Organization Board Van Thi Bach Tuyet presented a plan to reorganize and streamline the apparatus of Party committees and specialized agencies under the Ho Chi Minh City People's Committee.

According to Ms. Tuyet, the Standing Committee of the City Party Committee highly agrees with the Central Committee's direction and the Politburo's policy on arranging and perfecting the organization of the political system to be streamlined, effective and efficient, and needs to be implemented with the highest determination.
"This is a particularly important task, a revolution in organizing the political system," said Ms. Van Thi Bach Tuyet.
The city is studying and proposing to arrange agencies in the direction of "Where the Central Government has a ministry, the city has a corresponding department-level agency" as suggested by the Central Steering Committee.
Accordingly, for the government sector, research on merging 10 departments, ending the operation of 2 departments, arranging agencies such as the Enterprise Management Innovation Board, High-tech Agricultural Zone, High-tech Zone, Export Processing Zone - Industrial Zone, and Standing Office of the City Traffic Safety Board.
Specifically, research on merging the Department of Finance and the Department of Planning and Investment, and converting the Enterprise Management Innovation Board into a affiliated unit.
Research on merging the Department of Construction, Department of Transport, Department of Planning and Architecture, and converting the Standing Office of the Traffic Safety Committee into a affiliated unit.
Research on merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to carry out State management of agriculture, natural resources and environment. Some tasks of these two departments will be transferred to other related departments. Ho Chi Minh City will transform the Management Board of the High-Tech Agricultural Zone into a subordinate unit.
Research on merging the Department of Tourism and the Department of Culture and Sports.
Research on merging the Department of Information and Communications with the Department of Science and Technology to perform the task of State management of science and technology and digital transformation.
Study to end the operation of the Department of Labor - Invalids and Social Affairs, transfer functions to the Department of Education and Training, Department of Health, Department of Home Affairs, Department of Culture and Sports.
Research to end the activities of the Department of Food Safety, transfer tasks to the Department of Health, Department of Agriculture and Rural Development, Department of Industry and Trade.
Research on merging the Religious Affairs Committee (under the Department of Home Affairs) and the Ethnic Affairs Committee.
Research on merging the High-Tech Park Management Board and the Management Board of Industrial Parks and Export Processing Zones of Ho Chi Minh City.
Thus, Ho Chi Minh City will reduce 8 departments and 5 other administrative agencies under the Ho Chi Minh City People's Committee.
For the Party bloc, propose merging the Propaganda Department and the City Party Committee's Mass Mobilization Department. Study to end the activities of 11 Party delegations, 3 Party Executive Committees and the Party Committee of the People - Government - Party Bloc.
Establish two new Party Committees under the City Party Committee, including the Party Committee of the City Party and Judicial Agencies and the Party Committee of the Government Bloc.
Transfer Party organizations in Party agencies and units, the Office of the National Assembly Delegation and People's Council of Ho Chi Minh City, the Vietnam Fatherland Front of Ho Chi Minh City, socio-political organizations, the People's Procuracy, the People's Court, and Party organizations in mass associations to the Party Agency and Judicial Union of Ho Chi Minh City.
Transferring party organizations in specialized agencies and public service units under the Ho Chi Minh City People's Committee and 24 grassroots party committees to be directly under the Ho Chi Minh City Government Party Committee.
The Military Party Committee, the Public Security Party Committee, and the Border Guard Party Committee of Ho Chi Minh City will remain as they are now.
The Party Committees transferred to the City Government Party Committee are the grassroots Party Committees in State-owned corporations, the Youth Volunteer Force Party Committee, the Union of Commercial Cooperatives Party Committee, the Management Board of Export Processing and Industrial Zones Party Committee, the Customs Department Party Committee, the Telecommunications Party Committee, the Post Office Party Committee, the National University Party Committee, the University - College Party Committee, the Central Agencies Party Committee in Ho Chi Minh City, the City Enterprises Party Committee, the Grassroots Party Committee of the Ministry of Health, the Grassroots Party Committee of the Ministry of Natural Resources and Environment, the Grassroots Party Committee of the Ministry of Agriculture and Rural Development, the Department of Health, the Department of Education and Training, the Department of Labor - Invalids and Social Affairs, the Department of Transport Party Committee.
Research on transferring some grassroots Party organizations of the type of career enterprises in district committees, county committees, and Thu Duc City Committee.
After the above arrangement, Ho Chi Minh City will have 27 subordinate party committees, 24 fewer than at present.
