The government aims to have a strategic technology product this year.
06/06/2026
Deputy Prime Minister Ho Quoc Dung requested that ministries and agencies create specific, "visible and measurable" strategic technology products, striving to achieve results by 2026.
This request was made by the Deputy Prime Minister at the first meeting of the Government's Task Force on Strategic Technology Development on the morning of June 4th. The message was delivered after ministries and agencies had completed the initial phase of developing a list of strategic technology development tasks.
According to the Ministry of Science and Technology, 48 tasks have been proposed so far, ranging from artificial intelligence (AI), industrial robots, drones, cloud computing, cybersecurity to next-generation vaccines, medical equipment, and agricultural technology. Many tasks clearly define output products, participating businesses, resource requirements, and implementation roadmaps up to 2030.
Some specific products have already been included in the development plan. In the industrial sector, the Ministry of Industry and Trade plans to build a digital twin for the national power grid operating system, develop switching equipment for voltages from 22 kV to 500 kV, and two-armed industrial robots using domestically developed control programs.
In the education sector, the Ministry of Education and Training proposes a national smart education platform applying AI and virtual reality technology. Meanwhile, the Ministry of National Defense is building a national drone management system to serve airspace management and low-altitude economic development, with testing expected as early as 2026.
The Ministry of Public Security will deploy a domestic cloud computing platform, a national cybersecurity platform, along with drones and a system for monitoring, detecting, and suppressing UAVs. The Ministry of Science and Technology has initially outlined 13 tasks, focusing on AI, AI-powered edge processing cameras, autonomous robots, unmanned aerial vehicles (UAVs), advanced processing technology for rare earth elements, and next-generation mobile network infrastructure.

The health sector proposed 11 tasks related to next-generation vaccines for humans, cell therapy, and 3D-printed medical devices. Meanwhile, the Ministry of Agriculture and Environment plans to implement 12 tasks, focusing on next-generation plant, animal, and aquatic species, veterinary vaccines, biological products, and agricultural product traceability systems.
According to the Ministry of Science and Technology, the units have completed the review and proposal development phase. Some tasks have been proactively allocated resources for immediate implementation in 2026. However, obstacles remain regarding the ordering and assignment mechanisms, financial mechanisms, resource mobilization, research and testing infrastructure, technical standards systems, inter-sectoral coordination, and product commercialization.
The Deputy Prime Minister stated that strategic technology is of particular importance to the country's development. Therefore, ministries and agencies need to immediately move from the preparation phase to practical implementation, focusing on creating specific products, technologies, and businesses that yield clear results. The goal is to "create products that are visible, measurable, and deliver tangible results."
Concluding the first meeting of the Government's Task Force on Strategic Technology Development, Deputy Prime Minister Ho Quoc Dung requested ministries and agencies to strive to have the first strategic technology products by 2026.
