According to General Secretary To Lam, the merger of provinces and cities and the reorganization of the administrative apparatus represent a "historic step," marking a new phase of development in building a modern, streamlined, and highly effective administration.
Speaking on the morning of June 30 at the ceremony announcing the National Assembly's resolution on merging localities and establishing provincial-level Party organizations, General Secretary To Lam emphasized that this "reorganization of the nation's administrative landscape" is a strategic decision of historic significance, reflecting the Party and State's bold vision for administrative reform.
He noted that Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau have long served as three major growth poles in the South. Integrating these areas to form a "mega-metropolis"—functioning as a regional and global hub for finance, manufacturing, logistics, and innovation—constitutes a strategic advancement.
The new organizational model will enhance operational autonomy and flexibility, creating an institutional foundation for satellite cities, industrial zones, and seaport service sectors to fully realize their potential. "A 'service-oriented state' will no longer be merely a slogan but will translate into concrete, substantive action," the General Secretary stated.

According to the General Secretary, this represents both a challenge and a historic opportunity. The success of the newly formed Ho Chi Minh City cannot stem merely from documents or resolutions; it must arise from public consensus, decisive leadership, and dedicated implementation.
Therefore, he called upon all officials, Party members, civil servants, armed forces, businesses, and the people of the new Ho Chi Minh City to unite and act with determination, creativity, and discipline, propelling the city to new heights and establishing it as a destination for Asia and the world.
The Party leader also extended his congratulations to the people nationwide at this pivotal moment, as 34 provinces and cities simultaneously implement a two-tier administrative government model. He viewed this as an opportunity to innovate leadership thinking and management methods, vigorously apply science and technology, and enhance the effectiveness of public service.
"We are entering a new phase of development not only with pride but also with a profound sense of responsibility toward the Fatherland and future generations," the General Secretary said, expressing his confidence that the Vietnamese nation would steadfastly advance on the path of building a peaceful, prosperous, and happy country.

The General Secretary also expressed his hope that the overseas Vietnamese community would continue to look toward their homeland, and that international friends, partners, and multilateral organizations would stand with Vietnam on its journey to build a modern administration, a dynamic economy, and a comprehensively developed society.
The Party leader expressed his confidence that the strength of national unity, the aspiration for national strength, and an unwavering spirit of innovation would enable Vietnam to steadfastly build a peaceful, civilized, prosperous, and happy nation.
