He stated that the recently concluded 14th National Congress of the Party was a particularly important political event, opening a new era of development for the country. With meticulous preparation and extensive contributions from the entire Party and the people, the documents adopted by the 14th Congress demonstrated the highest strategic vision and political determination. Notably, for the first time in history, the 14th Congress issued an Action Program accompanying the Resolution – a breakthrough aimed at ensuring the Resolution would be immediately implemented. From policy to plan and implementation, everything is clearly defined: who will do it, when will it be done, what resources are needed, and what the ultimate goal is. Thanks to this, the Resolution of the 14th National Congress has become a guide for action for the Party and the entire political system, a "lighting torch" on the path of new development.
The Resolution of the 14th National Congress sets out the overall goals for the period 2026-2030 and the vision to 2045, which are "extremely clear, bold, but feasible." These are: maintaining a peaceful and stable environment; developing the country rapidly and sustainably; comprehensively improving the people's lives; and strengthening self-reliance and self-strength to advance strongly in the new era of the nation.
The documents of the 14th National Congress immediately concretized the spirit of decisive action. The action program accompanying the Resolution particularly emphasizes the requirement of "choosing the right path - implementing quickly - doing it thoroughly - measuring by results" for all tasks. Each major decision of the Congress was developed into a practical implementation plan, clearly defining objectives, solutions, and evaluation criteria. The ideology of "the people are the foundation" was consistently upheld. Thanks to this, the Resolution of the 14th Congress "did not stop at vision and orientation, but has awakened the aspiration for development and a strong impetus for action, ready to be put into practice immediately after the Congress."

Ten times more determination and a hundred times more action
According to the General Secretary, the Resolution is there, the program is clear, the remaining issue is action. The Congress requires Party committees at all levels to urgently disseminate, study, and concretize the Resolution into programs and plans suitable for each locality and unit, quickly bringing the Resolution and Action Program into life. The general spirit is to shift strongly from "talking" to "doing," from awareness to action. The Congress documents clearly state the need to resolutely overcome the situation of "talking much but doing little," "talking well,"Doing a bad job," "saying one thing and doing another," putting an end to bureaucratic and formalistic work practices.
Every Party committee, every Party organization, every cadre and Party member, especially the leaders, must uphold a high sense of responsibility and set a leading example in transforming policy decisions into reality. From now on, "words must match deeds" must become a guiding principle; every policy and task must clearly define its objectives and solutions, linking responsibility with results, breakthroughs with sustainability, and implementation discipline must be linked to the satisfaction of the people.
Entering a new phase, every correct policy, when issued, must be implemented with ten times the determination and a hundred times the action in practice; the highest level of political determination, the greatest effort, and the most decisive action. From the Central Committee to the localities, from Party and State agencies to the Vietnam Fatherland Front and political and social organizations, all must simultaneously engage with renewed vigor. In this context, every cadre and Party member, first and foremost each member of the Central Committee of the Party, must be exemplary, dare to think, dare to speak, dare to act, dare to take responsibility, and dare to innovate for the common good, taking the results of serving the people as the highest measure of work efficiency.

5 years with a 20-year vision
The General Secretary emphasized that the next 5-10 years are a pivotal period with decisive significance for the country's 100-year strategic goals. During this period, Vietnam must both achieve its goals for the 2026-2030 period and lay the foundation for reaching higher development milestones by 2045. The goal by 2030 is to transform the country into a modern industrialized nation with a high-middle income, requiring several consecutive years of average economic growth of around 10% or higher. By 2045, the goal is to build a developed, high-income Vietnam on par with the rest of the world.
With limited time and a heavy workload, the 14th National Congress of the Communist Party of Vietnam has set forth groundbreaking policies and solutions to seize opportunities and overcome challenges. Over the next five years, the requirement is to accelerate comprehensive growth in key areas: the economy must achieve breakthroughs to maintain high growth; science, technology, and innovation must become the driving force for development; institutional reforms and improvements to the investment and business environment must be implemented decisively to unleash social resources. Simultaneously, education, healthcare, and culture must receive investment commensurate with economic growth, ensuring harmonious and sustainable development. The work of building and rectifying the Party and the political system continues to demand high standards, especially the development of a truly exemplary cadre of officials with outstanding qualities, intellect, and leadership capabilities to effectively carry out assigned tasks.
The 14th Party Congress term is a crucial period leading up to the 100th anniversary of the Party's founding in 2030. From now on, the "5-year vision for 20 years" mindset needs to be thoroughly understood in leadership and management. Successfully achieving the goals of the next 5 years will simultaneously lay the foundation for subsequent periods. Correct decisions made today will not only yield results for the 2026-2030 period but also create momentum for development in the coming decades. "Looking ahead, we have no choice but to succeed," the General Secretary emphasized. Globalization brings vast markets but demands enhanced endogenous capacity to participate more deeply in the global value chain. The new context demands new thinking and vision, proactive strategy, sensitivity, flexibility, creativity in countermeasures, and unwavering adherence to principles without rigidity.
With the courage, wisdom, and unity of the people, advantages are perceived to outweigh challenges. The country's strength and position, after many years of development, have been consolidated, and its international prestige and standing continue to improve, creating conditions for expanding cooperation. The requirement is to maximize internal strengths, leverage external forces, transform combined strength into a driving force for development, proactively adapt, and promote innovation to steadily advance in the new context.

Victory is certain
The General Secretary reiterated President Ho Chi Minh's words: "Forward! Complete victory will surely be ours!" According to him, that rallying cry once became a belief in ultimate victory, encouraging the nation to win independence and freedom, and today it continues to be mentioned in the cause of building and defending the Fatherland, with the determination to overcome poverty and backwardness, and build a developed country. The 14th National Congress has handed over the banner of decisive victory; now is the time for the entire Party, the entire people, and the entire army to strengthen their ranks, work together, and strive to compete in labor, study, work, and combat, successfully implementing the Resolution of the Congress. This is also the time to transform all policies and resolutions into actions and concrete results.
