The Management Board of Ho Chi Minh City Hi-Tech Park has just held a conference to meet businesses to inform about new regulations related to investment activities.
According to Mr. Nguyen Anh Thi - Head of the Management Board of Ho Chi Minh City Hi-Tech Park, Thu Duc City is the new economic driving force of Ho Chi Minh City. Based on the foundation of innovation and creative industrial park project, Thu Duc City has 3 main pillars: Thu Thiem financial center, Ho Chi Minh City National University, and High-tech Park. However, Mr. Nguyen Anh Thi also acknowledged that currently the high-tech park does not have the shape of an urban area. In addition to the production sub-zone, which has developed quite quickly, the remaining sub-zones such as training, incubation, and general services have not developed properly.
“The current high-tech park operates in shifts, working according to office hours, and when it's time for the workers to go home. Highly interactive creative urban area, must live 24/7 for 365 days, without sleep," said Mr. Nguyen Anh Thi.
Target 2030, the high-tech park will become an economic science and technology park, the key task is scientific development. The target of a high-tech park is not production value but the development of core technology. For example, how much money does a business invest in R&D activities per year out of total revenue, how many inventions are created and how do they commercialize those inventions?
Mr. Nguyen Anh Thi also said that some businesses operate in high-tech parks but do not clearly understand the role, position, mission, and vision of this unit. Enterprises also confuse high-tech zones with export processing zones.
Ho Chi Minh City High-Tech Park is one of three national high-tech parks, with the task of building a foundation of science and technology, which is an input factor to build industries. Thus, the output of the high-tech park is the input of the industrial export processing zone.
In the high-tech park, there is a production zone, but this is a means of supporting the goal of developing Vietnam's endogenous capacity.
In the coming period, Ho Chi Minh City High-Tech Park will focus on developing technological capacity in three areas: semiconductor chip field; biotechnology; aerospace.
With Resolution 98, the Hi-Tech Park Management Board is re-established its authority to directly handle licensing, appraisal, and approval of environmental impact reports. In addition, this agency is also assigned to appraise and approve construction conditions according to 1/500 planning for investment projects.
According to Ms. Huynh Thi Ngoc Dao - Chief of Office of Ho Chi Minh City Hi-Tech Park Management Board, the management board previously implemented this content, but through the process of changing legal documents, the This right is transferred to specialized agencies for implementation.
Since Resolution 98, the Ho Chi Minh City High-Tech Park Management Board has implemented this procedure for businesses in the high-tech park.
From the time of starting to implement Resolution 98, August 1, 2023 to March 30, 2024, the Ho Chi Minh City Hi-Tech Park Management Board has received and processed 18 environmental permit applications. , 6 dossiers for appraisal and approval of projects or adjustments to detailed construction planning projects of 1/500 investment projects in the High-Tech Park.
