On July 16th, Mr. Vo Van Minh, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Ho Chi Minh City Party Committee, and Chairman of the People's Council of Ho Chi Minh City, worked with leaders of the Ho Chi Minh City People's Committee, departments, and the Task Force for monitoring, urging, and directing the handling of long-standing investment projects related to high-tech zones, export processing zones, industrial parks/clusters, and environmental issues in the city.
According to reports from the Department of Industry and Trade, the Management Board of the High-Tech Zone, and the Management Board of Export Processing Zones and Industrial Parks of the City, the implementation of Plan No. 243/KH-UBND is being actively carried out by relevant departments and agencies.

The Management Board of Export Processing Zones and Industrial Parks of Ho Chi Minh City has issued Plan No. 11066/KH-BQL to implement measures for 34 projects in export processing zones and industrial parks. The focus is on resolving 16 projects, coordinating the monitoring of 18 projects led by various departments and agencies, and proactively adding 8 newly arising projects to the monitoring and resolution list.
Of these, 16 projects have been updated to System 45 (the system for receiving information on outstanding obstacles in many projects in Ho Chi Minh City); 7 out of 7 projects under central government monitoring have been updated to System 751, ensuring support for guidance and management.
In the group of projects led by the Management Board of Export Processing Zones and Industrial Parks of Ho Chi Minh City, some projects have completed or partially completed investment procedures; Many projects have received conclusions and guidance on handling from the City People's Committee and competent authorities.
Notably, the investment project for the construction and operation of infrastructure in Cai Mep Industrial Park has been approved for adjustment of investment policy and adjustment of the Investment Registration Certificate.
The projects for Vinh Loc Expanded Industrial Park, Le Minh Xuan 2 Industrial Park, Dong An 1 Industrial Park, and Vinh Loc 3 Industrial Park also have guidance on handling to further resolve bottlenecks…
According to information from the authorities, current projects are still facing difficulties due to obstacles in compensation, land clearance, land procedures, and some cases are involved in disputes and are awaiting results from the Court.
Many industrial park and cluster development projects in Ho Chi Minh City are currently facing difficulties due to obstacles related to compensation and land clearance.
Regarding industrial clusters, the Department of Industry and Trade stated that it will focus on implementing a comprehensive regulation on the management of industrial clusters in the city; clearly defining the responsibilities of each department, sector, and locality to overcome overlapping and shirking of responsibilities in management.
At the same time, it will review and update the industrial cluster development plan into the City Planning after administrative unit reorganization; and promptly advise on adjusting or removing from the plan industrial clusters that are no longer suitable, slow to implement, or no longer feasible.
At the meeting, representatives from the Ho Chi Minh City Department of Industry and Trade also proposed continuing to implement measures to recover financial obligations from the Boomin Vina Industrial Cluster; and requested the City People's Court to promptly resolve disputes at the Toc Tien Industrial Cluster to provide a legal basis for handling violations.
Focus on resolving outstanding issues related to investment, land, environment, fire safety, financial obligations, and technical infrastructure at the Loc An Seafood Processing Industrial Cluster.
Simultaneously, expedite the resolution of legal obstacles at the Tan My Industrial Cluster, creating favorable conditions for capable investors to take over projects, complete procedures, and bring projects into stable operation as soon as possible.
Clearly identify project obstacles for decisive resolution.
Speaking at the meeting, Mr. Vo Van Minh, Chairman of the Ho Chi Minh City People's Council, directed departments, agencies, and localities to continue comprehensively reviewing each project, clearly identifying the causes, responsibilities, and creating a Gantt chart to determine specific timelines for resolution.
Focus on decisively resolving long-standing bottlenecks, preventing the loss and waste of land resources and state and enterprise investment resources.
The Chairman of the City People's Council emphasized that the resolution of projects must ensure compliance with the law, transparency, and a balance of interests between the State, businesses, and the people.
For projects that are slow to implement, no longer feasible, or violate regulations, it is necessary to fully consider and apply all prescribed measures, including land reclamation for eligible cases, in order to effectively utilize resources for development.
In addition, Mr. Vo Van Minh requested that relevant agencies handle projects with foreign elements objectively and cautiously, ensuring a stable investment environment, while thoroughly addressing business requests based on compliance with Vietnamese law and safeguarding the interests of the State.

According to Mr. Minh, relevant agencies must conduct inspections and prioritize addressing existing environmental issues, especially those related to centralized wastewater treatment systems, technical infrastructure, and compliance with environmental protection regulations in industrial zones and clusters; resolutely refusing to sacrifice the environment for economic growth.
At the meeting, Mr. Tran Van Bay, Vice Chairman of the People's Committee of Ho Chi Minh City, requested that departments and agencies continue to fully update the progress of each project and complete the report dossiers for submission to the Standing Committee of the City People's Council.
He also proposed that the next meeting prioritize the consideration and resolution of projects still facing legal land issues. These are identified as the most significant challenges impacting the progress of investment projects, requiring focused solutions to unlock resources, prevent losses and waste, and create momentum for socio-economic development in Ho Chi Minh City in the new phase.
