Ms. Nguyen Hoang Bao Tran, Deputy Director of the Ho Chi Minh City Department of Science and Technology, shared this information at the conference "Introducing the conditions for certifying science and technology enterprises and high-tech enterprises".
On June 12th, the Ho Chi Minh City Department of Science and Technology organized a conference "Introducing the conditions for certifying science and technology enterprises and high-tech enterprises," with the participation of over 100 delegates representing businesses, experts, organizations supporting innovation and startups, and units operating in the field of science and technology.
This was also the occasion for Ho Chi Minh City to award the first certificates for science and technology enterprises and high-tech enterprises under the new decentralization mechanism, since the certification authority was decentralized to the local level according to Decision No. 2445/QD-UBND.
THERE IS STILL MUCH ROOM FOR DEVELOPING HIGH-TECH ENTERPRISES
At the conference, Ms. Nguyen Hoang Bao Tran, Deputy Director of the Ho Chi Minh City Department of Science and Technology, stated that science and technology, innovation, and digital transformation are being identified as important drivers for socio-economic development in the new era.
According to Ms. Tran, this orientation has been concretized in Resolution No. 57-NQ/TW of the Politburo, aiming to make science and technology a direct productive force, forming Vietnamese enterprises capable of mastering technology and participating more deeply in the global value chain.
The city is currently the largest economic center in the country with hundreds of thousands of enterprises operating in the fields of manufacturing, information technology, automation, and innovation. However, only 150 enterprises have been recognized as science and technology enterprises. “This is a noteworthy figure, but it is still quite modest compared to the potential and scale of the city's business community. This shows that there is still a lot of room for development, and at the same time, it requires removing barriers so that more businesses can access the State's preferential policies,” Ms. Tran emphasized.
In the context of a rapidly developing knowledge-based economy, the competitive advantage of businesses no longer depends mainly on capital or cheap labor, but is increasingly determined by technology, data, and intellectual property. Businesses that possess core technologies, inventions, and research and development capabilities are considered to have a more sustainable competitive advantage in the market.
At the conference, Mr. Phan Quoc Tuan, Deputy Head of the Technology Management Department (Ho Chi Minh City Department of Science and Technology), also introduced the criteria, conditions, and procedures for certifying science and technology enterprises and high-tech enterprises according to current regulations.
Accordingly, science and technology enterprises must have products resulting from scientific research, technological development, or innovation. Research results used as a basis for certification may include inventions, utility models, industrial designs, copyrighted software, or research results that have been approved according to regulations.
One of the important criteria is that the enterprise must maintain a minimum expenditure on research, development, and innovation equal to 2% of average net revenue during the review period, while also meeting the requirements for research and development personnel and revenue from science and technology products.
Many enterprises currently have good products, stable markets, and significant technological capabilities, but still face difficulties in completing certification applications due to the lack of a well-established research and development system or insufficient focus on establishing intellectual property rights.
(Head of the Department of Science and Technology of Ho Chi Minh City) Ho Chi Minh City believes that becoming a science and technology enterprise or a high-tech enterprise should not be seen as a final administrative procedure, but rather as a long-term development strategy. Enterprises need to proactively build research and development departments, allocate resources for innovation, and establish a science and technology record management system from the outset.
FIRST HIGH-TECH ENTERPRISE CERTIFICATION AWARDED UNDER NEW AUTHORITY
Within the framework of the conference, the Ho Chi Minh City Department of Science and Technology awarded science and technology enterprise and high-tech enterprise certificates to units that fully met the requirements.
GreenNode, a provider of high-performance AI Cloud infrastructure within VNG Group's digital ecosystem and an official NVIDIA cloud partner, has been awarded Certificate No. 01/DNCNC, a High-Tech Enterprise.
This is also the first enterprise to receive this certificate from Ho Chi Minh City since the authority to certify was decentralized to the local level under the new mechanism outlined in Decision No. 2445/QD-UBND.
The certificate is valid for 5 years and was awarded after an assessment process in accordance with the High-Tech Law of 2008 and Decision No. 10/2021/QD-TTg. The assessment process included four groups of criteria: technology, finance, human resources, and environment.
Currently, 96.8% of GreenNode's revenue comes from its products.
Currently, 96.8% of GreenNode's revenue comes from high-tech products, exceeding the 70% threshold required by regulations. Research and development activities have been continuously maintained for five years. The percentage of employees with a university degree or higher reaches 97.5%. The company's data center infrastructure meets the Tier III standard of the Uptime Institute with a Power Efficiency Index (PUE) of 1.5. Furthermore, GreenNode's products and services are all in the high-tech category prioritized for development.
Mr. Vu Thanh Tung, General Director of GreenNode, stated that the company views the certification as a driving force for continued long-term investment in artificial intelligence, cloud computing infrastructure, and the next generation of high-tech engineers in Vietnam.
