Ho Chi Minh City will reduce 6 departments instead of 8 as planned.

According to the latest plan, Ho Chi Minh City will have 15 departments after the arrangement and streamlining, which means reducing 6 instead of 8 departments as previously announced.
The information was announced by Mr. Vo Ngoc Quoc Thuan, Director of the Ho Chi Minh City Department of Home Affairs, at the conference summarizing the socio-economic situation in 2024 and deploying tasks for the coming year, on the morning of December 26.
According to Mr. Thuan, the Central Government allows Ho Chi Minh City to have 15 departments and which department to keep is the authority of the Standing Committee of the City Party Committee. Explaining the change, the leader of the Ho Chi Minh City Department of Home Affairs said that Hanoi does not have a Department of Food Safety, so it should keep the Department of Planning and Architecture, while the city implements a special mechanism according to Resolution 98, but it does.

"Therefore, if the Food Safety Department ends its operations, it will no longer be special," said Mr. Thuan, adding that the Department of Home Affairs is submitting two reorganization plans, one is to follow the Central's direction and the other is a plan according to the characteristics of Ho Chi Minh City for the Ho Chi Minh City People's Committee to choose.
It is expected that after the reorganization, Ho Chi Minh City will streamline and reduce 15% of internal organizational units and streamline the payroll according to the roadmap prescribed by the Central Government. The reorganization is expected to be completed before February 20, 2025.
Previously, according to the direction of the Ho Chi Minh City Party Committee, the city studied: merging the Department of Finance, the Department of Planning and Investment, converting the Enterprise Management Innovation Board into a affiliated unit; merging the Department of Construction, the Department of Transport, the Department of Planning and Architecture, converting the Standing Office of the Traffic Safety Board into a affiliated unit.
The Department of Natural Resources and Environment and the Department of Agriculture and Rural Development were studied for merger to carry out state management of agriculture, natural resources and environment. Some tasks of these two departments will be transferred to other related departments.
Ho Chi Minh City will transform the High-Tech Agricultural Zone Management Board into a affiliated unit; study the merger of the Department of Tourism and the Department of Culture and Sports.
The Department of Information and Communications will be studied to merge with the Department of Science and Technology to perform the task of state management of science and technology, digital transformation; end the operation of the Department of Labor, War Invalids and Social Affairs, transfer functions to the Department of Education and Training, Department of Health, Department of Home Affairs, Department of Culture and Sports.
The Department of Food Safety is expected to end its tasks, transfer tasks to the Department of Health, Department of Agriculture and Rural Development, Department of Industry and Trade; study the merger of the Religious Affairs Department (Department of Home Affairs) and the City Ethnic Minorities Department; merge the High-Tech Park Management Board and the Management Board of Industrial Parks and Export Processing Zones of Ho Chi Minh City.
Previously, the summary report of Resolution 18 and the plan to reorganize the apparatus of the Party Committee of the Hanoi People's Committee, the capital planned to maintain 10 departments and equivalents, proposed to retain 5 departments and one equivalent agency with specific elements, including the Department of Transport, Construction, Planning - Architecture, Tourism, Foreign Affairs and the Public Administration Service Center.
