The People's Committee of Ho Chi Minh City has just issued Decision 318/2022 on promulgating the implementation plan of the project "Formation and development of an innovative and highly interactive city in the East of the city in the period of 2020 - 2035". The target by 2035 is that Thu Duc's GDP proportion contributes one third of HCMC's GRDP and 7% of the country's GDP.

This decision replaces and cancels the previous Decision 2655/2020 of the People's Committee of Ho Chi Minh City on the action plan on building an innovative, highly interactive city in the East of the city.
With this decision, Ho Chi Minh City will build and develop the eastern area of the city (Thu Duc City) into an innovative, highly interactive urban area, a leading economic zone in Ho Chi Minh City and a key urban area in knowledge economy activities such as training, research and high-tech production.
According to the plan, by 2025, the development framework and strategy will be established, the mechanism is established, the organization is determined, the priority sector is determined, and the 3-House component (State - Investor - Teacher) is established. At the same time, approve and publicize the general planning of Thu Duc city and the zoning planning of innovation center areas.
By 2025, Thu Duc city will attract 50,000 inhabitants to live and work, including about 20,000 engineers and experts; the number of inventions and inventions increased by 100% after 5 years.
Forming a development land fund of about 100 hectares, focusing mainly on existing creative economic pillars such as high-tech park, Thu Thiem new urban area, and the city's National University.
The city will also spend about 50 hectares of land to develop the creative industrial land fund; build an additional 500,000 m2 of Grade A office space, 1 million m2 of Grade B and C floors and 1 million m2 of workshop floor.
Reach 25% of the population using public transport; increase by 60% the number of kilometers of roads serving public transport; project formation and specific funding sources to supplement the BRT line; research and implement 5 breakthrough solutions on application of information technology to public transport; the floor area around the public transport station within a radius of 500 m increased by 200% after 5 years.
The city has also set a target to complete the Ring 2 and deploy the construction of National Highway 13 and Ring 3. Complete the urban railway project No. 1 connecting Binh Duong, deploy the construction of Cat Lai bridge , Nhon Trach bridge.
Ensure the implementation of safety, social security, minimize damage to workers and informal economic activities (change of residence, loss or change of jobs, etc.) urban development and technology transformation projects.
