Deputy Prime Minister Tran Hong Ha has just signed Decision 202/QD-TTg dated January 21, 2025 approving the master plan for Thu Duc City in Ho Chi Minh City until 2040.

Accordingly, the goal is to build Thu Duc into a creative, highly interactive urban area, a center leading the economy of Ho Chi Minh City and the Southeast region, based on knowledge economy, research, high-tech production and development cooperation. The city will gradually become a national and international financial center.

INFRASTRUCTURE DEVELOPMENT, ECONOMIC AND TECHNOLOGY CENTER
Regarding the orientation of infrastructure development, Thu Duc city will have a synchronous and modern transport infrastructure, conveniently connecting with areas in Ho Chi Minh City and the Southeast region through roads, railways, maritime and waterways. The city develops according to the model of public transport and technical infrastructure meeting the standards of a type I urban area, aiming towards a smart city and sustainable development.
It is expected that by 2030, the total construction land of Thu Duc city will be about 16,200 - 16,500 hectares (an average of about 89 - 90 m2/person). Of which, the civil land will be about 12,000 - 12,200 hectares (an average of about 66 - 67 m2/person); the population will be about 1,500,000 - 1,825,000 people.
At the same time, the city will play the role of the eastern center of economy, science and technology, culture and education. This is an innovation area based on a knowledge-based economy, focusing on higher education and training, research, high-tech production and financial services.
"Thu Duc is the hub connecting the existing central area of ​​Ho Chi Minh City with Long Thanh international airport and key urban areas and functional areas in the east of the Ho Chi Minh City urban area", the decision clearly states.
In addition, Thu Duc City will develop economic and technological centers with a plan focusing on developing Thu Thiem into a national and international financial center, ensuring the provision of technical and technological infrastructure for diverse financial services.
In addition, commercial, service, fair and exhibition centers will be built in association with 11 key development areas of the city, public transport hubs and in urban areas.
The existing high-tech park (913 hectares) will be upgraded, focusing on high-tech production, research and development, connecting the creative ecosystem. The Science and Technology Park (194.8 hectares in Long Phuoc Ward) will be a center for research, business incubation, human resource training and high-tech product production.
Along with that, existing industrial and export processing zones (280-290 ha) will convert their production models towards high technology, reducing the impact on the urban environment. The city will also develop 4 logistics centers integrated with dry ports in Long Binh, Cat Lai, Linh Trung and the High-Tech Park, with a total area of ​​about 400 - 450 ha, supporting production, business and logistics activities.

9 DEVELOPMENT AREAS
Decision 202/QD-TTg clearly states that Thu Duc city space is divided into 9 development areas, specifically:
Zone 1, including Thu Thiem, An Loi Dong, Thao Dien wards and part of An Khanh, An Phu wards, is the financial, commercial and service center, associated with the landscape along the Saigon River, connecting with the center of Ho Chi Minh City.
Zone 2, including Hiep Binh Chanh ward and part of Linh Dong, Truong Tho, Hiep Binh Phuoc, Tam Phu, Tam Binh wards, is the administrative, cultural, commercial center, the gateway of the city, connected to the tourist wharf.
Zone 3, including Linh Tay, Linh Chieu, Binh Tho, Linh Trung, Binh Chieu, Linh Xuan wards and part of Tam Binh, Tam Phu, Linh Dong, Truong Tho, Hiep Binh Phuoc wards, is an existing urban area associated with training and production, transit services.
Zone 4, including Long Binh ward and part of Tan Phu, Long Thanh My wards, is the cultural, entertainment, port industry and logistics center, the eastern gateway connecting Bien Hoa.
Zone 5, including Long Phuoc ward and part of Truong Thanh, Long Truong wards, is the center of innovation, high technology, the gateway connecting Long Thanh airport.
Zone 6, including Thanh My Loi, Cat Lai, Binh Trung Dong, Phu Huu wards, is planned to serve port, industrial, and logistics services.
Zone 7, including Binh Trung Tay ward and part of An Khanh, An Phu, Phu Huu, Binh Trung Dong, Cat Lai, Thanh My Loi wards, is the existing center, connecting areas of the city including the port and Thu Thiem financial center.
Zone 8, including Phuoc Long A, Phuoc Long B, Phuoc Binh wards and part of An Phu, Tang Nhon Phu B, Phu Huu wards, is the national sports, culture, entertainment, new and existing urban center.
Zone 9, including Hiep Phu, Tang Nhon Phu A, Tang Nhon Phu B wards and part of Phuoc Long B, Tan Phu, Long Thanh My, Truong Thanh, Long Truong, Phu Huu wards, is the high-tech production center, adjacent urban area.
In Decision 202/QD-TTg, the Ho Chi Minh City People's Committee was assigned to direct the organization of public announcement of the planning project; Store and retain approved planning project documents according to legal regulations. At the same time, Thu Duc City People's Committee completes the general planning project documents of Thu Duc City, Ho Chi Minh City until 2040, sends them to the Ministry of Construction for confirmation and stores and retains according to regulations.
